The State service of Ukraine for food safety and consumer protection counts on additional financing of anti-epizootic measures
In the State budget for 2017 the funding for the State service of Ukraine on food safety and consumer protection is provided in the amount of 1.7 billion UAH which is 70% more than last year. But most of these funds are spent on salaries, while the financing of anti-epizootic measures remains critical.
This was stated by the Chairman of the State service of Ukraine on food safety and consumer protection Vladimir Lapa in an interview with UNIAN.
"The lion's share of provided funds is aimed at increasing wages, which is extremely important from the point of view of fight against corruption. In February last year, when I came, I asked, what salary is received by the inspector at the district level – 1700 UAH. In this case, it would be naive to say that people will not think about obtaining additional sources of income. Now at the district level salary is 3500-4000 UAH", — said Vladimir Lapa.
According to him, the critical need is anti-epizootic measures.
"The necessary amount of funds to combat animal diseases is 360 million UAH, we evaluated our minimum needs as 190 million UAH. But in fact, we received 116 million UAH." — said the Chairman of the State service of Ukraine on food safety and consumer protection.
According to him, there is some work on a possible redistribution of funds and increasing of funds for anti-epizootic measures: "There is an understanding and cooperation on this issue with the Ministry of agrarian policy and food and the Ministry of Finance so that such financing would increase. We count on additional funds in the amount of approximately 100 million UAH".
He noted that there are now serious risks of the spread of dangerous animal diseases, such as nodular dermatitis of cattle, foot and mouth disease and others. For example, the dynamics of the spread of nodular dermatitis in Europe is impressive, and this despite the fact that financing is much higher than ours.
"For example, in Romania the financing of anti-epizootic measures is 200 million euros. Bulgaria only for the year has spent 5 million euros for nodular dermatitis. Multiply by the rate and compare the total financing of anti-epizootic measures in Ukraine", — summed up the Chairman of the State service of Ukraine on food safety and consumer protection.
