It will become easier to receive compensation due to animal quarantine
The mechanism of compensation for property damage caused by the introduction of animal quarantine, will be simplified due to the adopted at today's meeting of the Cabinet of Ministers resolution "On amendments to the Order of compensation of property damage (losses) caused to persons due to the introduction of quarantine (quarantine limitations) animals or in connection with carrying out procedures and works on liquidation of especially dangerous (quarantine) diseases."
"Now it will become easier to get compensation due to the introduction of animal quarantine. The mechanism of receiving funds, which allows to act more expeditiously and at the local level has been simplified. This is a significant step to solving the problem of ASF (African swine fever)," said the Minister of agrarian policy and food of Ukraine Taras Kutovoy, commenting on the adopted by the Government changes.
This decree changed the sources of information and responsible people for the preparation of forecast calculations of funds necessary for compensation of property damage. In particular, local bodies of state Executive power are identified to be responsible.
Thus, the regulation allows in case of an emergency due to especially dangerous diseases of agricultural animals to adopt a separate decision of the local Executive authorities regarding the allocation of funds from the reserve Fund of the corresponding budget for compensation of property damages (losses).
"The adoption of this document is primarily caused by the need for rapid response to disease outbreaks, as well as the importance of preventing their spread on the territory of Ukraine", — the Minister added.
Reference: Resolution of the Cabinet of Ministers of Ukraine “On amendments to the Order of compensation of property damage (losses) caused to persons due to the introduction of quarantine (quarantine limitations) animals or in connection with carrying out procedures and works on liquidation of especially dangerous (quarantine) diseases” (hereinafter - decree) was developed by the State Service of Ukraine on food safety to implement paragraph 13 of the Protocol No. 5 dated October 30, 2015 at the meeting of the State extraordinary antiepizootic Commission under the Cabinet of Ministers of Ukraine.
